Between 1997 and present day, "Tropa de Elite" shows the actual security situation of Rio de Janeiro. Without enough resources from the government, the military police always have to handle situations with a carioca "jeitinho"(illicit way) to make things work. Illicit way that corrupt the badly equipped and paid police. The drug mafia at Rio de Janeiro´s slums uses war weapons - snipers, granades and anti-aerial instead of pistols. At Rio, or the policeman is honest and choose the war or he is corrupt and choose to dont die. If he chooses the war, needs to be smart or, even the own police may kill him. When the police´s internal corruption afects Its own management or when a problem that ordinary police can´t handle, they call BOPE (Special Operations Battalion - Elite Squad).
